This lecture traces the U.S. trade policy’s unilateral streak over 3 periods:1947–2016 (genuine multilateralism with American exceptionalism), 2016–2024 (escalating legal unilateralism/crippling of multilateral dispute settlement), and 2025– (America First). The continuities in American trade policy from 1947 to present are as important to understanding our moment as the ruptures. Repairing the system requires confronting the nihilism of America First and the ideology of American exceptionalism.
